Don't confuse a hand
rail with a guard rail. Here is a set of stairs that lead up to a
residence where the porch is less than 30 inches from the lower level
(sidewalk).
No guard railing is required, if the upper level ( porch) is less than
30 inches in height.
Handrailing is required however on certain types of buildings.
